The other side deals with a similar problem, which is compounded by the fact that Hamas has impoverished Gaza. Yet, until recently, Hamas seemingly had no shortage of cash.
UNRWA pays its employees in Gaza in USD. Shekels are used as local currency. To use their salaries, UNRWA employees must exchange the dollars for sekels, through Hamas. Hamas is paid a 25% fee. This is how UNRWA funds Hamas.
