One of the many unexpected effects of Russia’s unprovoked and brutal attack on Ukraine is that Canada’s (perennially) low defence spending is attracting renewed attention, including numerous calls for it be to increased. As long-time observers of Canadian defence policy know, convincing governments to act on this file is no simple task. Perhaps these calls will result in significant and permanent changes. But I’m not holding my breath.
