Feb. 24 marks the second anniversary of Russia’s illegal invasion of Ukraine. Gen. Rick Hillier, irrepressible even in quasi-retirement, is sounding the alarm on Canada’s lack of preparedness to absorb yet more displaced Ukrainians. He’s particularly galled by stories of newcomers — at-risk families we invited to our country — living in tents in downtown Toronto.
