
Many commentators hailed the Canada-European Union defence pact, which was signed by Prime Minister Mark Carney in late June, as Canada’s pivot away from the United States. That same month, however, Carney pledged to increase defence spending to five per cent of GDP by 2035, acceding to U.S. President Donald Trump’s demand, and he continues to pursue a comprehensive trade and security agreement with Washington.
