European Union top brass says Carney is off to Armenia this weekend for summit

OTTAWA – The European Union says Prime Minister Mark Carney will be in Armenia this weekend as part of a summit focused on strategic issues.

Carney’s office has not publicly confirmed the visit, but European Council President Antonio Costa says on social media that the prime minister will be attending.

The European Political Community summit will take place in the Armenian capital, Yerevan, with a focus on strategic co-operation for the continent’s politics, security and infrastructure.

But on April 28, Trump posted on Truth Social, “Iran has just informed us that they are in a ‘State of Collapse.’ They want us to ‘Open the Hormuz Strait,’ as soon as possible, as they try to figure out their leadership situation (Which I believe they will be able to do!). Thank you for your attention to this matter!” Apparently, Iran’s oil crisis grew too desperate.

Conservatives call on auditor general to investigate $250M PrescribeIT program

Conservative MPs are calling on the auditor general to probe the federal government’s handling of a $250-million program which reportedly is set to be scrapped next month.

PrescribeIT was launched in 2017 to modernize the way doctors send prescriptions to pharmacies, and to phase out older technology such as fax machines.

But Canada Health Infoway, the not-for-profit organization which runs PrescribeIT and is funded by the federal government, says the program will end May 29 as it transitions to an “an open-standards approach” for electronic prescriptions.

Nato members scrambling to rearm for a potential war with Russia face “empty shelves” after three decades of neglect in the defence industry, the alliance’s former top military officer has warned.

Armed forces face “unacceptable” waits of up to seven years for tanks, fighter jets and Patriot air defence missiles, Admiral Rob Bauer told The Times after the Kyiv Security Forum last week. Bauer, a former commander of the Dutch armed forces, stepped down as chairman of Nato’s military committee last year.

He said President Trump had been a “blessing” for renewed investment, pushing all Nato members to hit the decade-old target of spending 2 per cent of national income on defence and to agree to raise it to 3.5 per cent by 2035. But manufacturing cannot keep pace with the extra funding, he said.

Canada is launching a government-owned investment fund to pay for major development projects in the country, Prime Minister Mark Carney has announced.

The Canada Strong Fund, a first for the country, will invest in energy, infrastructure, mining, agriculture and technology, with an initial contribution of C$25bn ($18.4bn; £13.5bn).

The fund will also allow Canadians who have “a bit of extra money” to invest into it directly, but experts have warned it risks “limited returns”.

The sudden departure of OPEC’s third-biggest producer further weakens a bloc that despite producing up to four out of every 10 barrels of oil pumped worldwide has been hobbled by internal disunity and the rise of American oil output.

The war in Iran has piled on more pressure by exacerbating rifts among the Arab countries at the core of the group and by closing the Strait of Hormuz, through which the group’s biggest producers export most of their oil, making it impossible for the group to influence the market during its biggest supply shock.

The federal Liberals will table their spring economic update today, with Prime Minister Mark Carney hinting at a rosier bottom line and smaller-than-forecasted deficits.

“There will be good news [Tuesday] with the spring update on the fiscal situation, the government’s performance against our deficit targets, the government’s performance on getting spending under control,” Carney said Monday, while unveiling his plan to create Canada’s first national sovereign wealth fund.

Canadians will get more details of that performance when Finance Minister François-Philippe Champagne tables the fiscal update after 4 p.m. ET.

Morgan: Allowing Large Numbers of Non-Citizens to Serve in Canada’s Military Has Potential Pitfalls

One of Mark Carney’s first promises upon becoming prime minister was to reinvest in and rebuild Canada’s military, and it appears the Liberal government has followed through with the recruitment commitment. The Canadian Armed Forces recently reported the largest surge in recruitment seen in 30 years, with over 7,300 new members joining in the 2025/2026 fiscal year.

The CAF has struggled to attract new members for decades, so it was surprising to see such a turnaround. In 2022, the federal government changed the rules and allowed non-citizens to join the Forces. This tactic appears to have worked, as 20 percent of the new recruits aren’t Canadian citizens but are permanent residents. This way of bulking up the CAF raises some concerns, however.
